As I gaze out the window of my office, overlooking the vibrant streets of Houston’s historic Third Ward, I can’t help but feel a deep sense of purpose and connection. This community, where I’ve lived and worked for years, has shaped my perspective and fueled my unwavering commitment to affordable housing solutions.

My professional journey is intrinsically linked to my personal background, a tapestry woven with diverse experiences that have molded my understanding of urban challenges and community dynamics. From the bustling streets of Chicago to the historic town of Natchitoches, Louisiana, each move has enriched my perspective, leading me to the esteemed position I hold today as the Chair of the Houston Housing Authority (HHA) Board.

In this role, I’ve had the privilege of witnessing firsthand the transformative power of inclusive housing initiatives. It’s a responsibility I’ve embraced with fervor, driven by a lifelong dedication to addressing the complexities of urban living and housing injustice. Through our multifaceted programs and strategic partnerships, the HHA is at the forefront of creating equitable communities that celebrate diversity and empower residents to thrive.

Navigating the Complexities of Housing Affordability

Becoming the Chair of the HHA Board marked a significant turning point in my career, offering a deeper dive into the intricate world of housing affordability and the operational nuances of the organization. This leadership position provided me with a comprehensive understanding of the challenges we face, including navigating policy decisions and confronting the realities of political opposition and NIMBY (Not In My Backyard) attitudes.

During my tenure, I’ve made it a priority to approach our work with transparency and data-driven decision-making. We’ve emphasized the importance of basing our policies and communications on solid evidence, ensuring that our actions and messages are grounded in factual accuracy. This strategy has been crucial in fostering a broader understanding and support within the entire community and jurisdiction, as we strive to address the needs of those we serve while addressing the concerns of all stakeholders.

Research from the Joint Center for Housing Studies at Harvard University has been instrumental in shaping our approach, underscoring the critical importance of inclusive housing initiatives in combating the ongoing crisis. By aligning our efforts with the insights and best practices outlined in their work, we’ve been able to make meaningful strides in creating more equitable and accessible living environments for all.

Embracing Diversity: A Cornerstone of Our Approach

At the core of our mission at the HHA is a deep-rooted commitment to fostering inclusive communities that celebrate diversity. We firmly believe that by embracing the unique perspectives and experiences of our residents, we can cultivate thriving neighborhoods that empower individuals and families to reach their full potential.

One of the key ways we’ve been able to achieve this is through the composition of our Board of Commissioners. Our board is a diverse tapestry, representing a wide range of professional and personal backgrounds. Crucially, it includes resident commissioners – individuals who live within the communities we serve, offering invaluable insights directly from their experiences as clients of the HHA.

This blend of viewpoints ensures that our strategies and actions are well-rounded, inclusive, and truly representative of the communities we aim to support. By leveraging the collective wisdom and lived experiences of our board members, we can develop holistic solutions that address the multifaceted needs of our residents.

As LaRence Snowden, a 25-year veteran in public administration and urban housing development, has shared, these collaborative efforts have been instrumental in securing vital funding, streamlining regulatory processes, and expanding the affordable housing stock within our community.

By fostering these strategic alliances, we’ve been able to leverage diverse expertise, resources, and perspectives to create comprehensive solutions that address the root causes of housing affordability challenges. Whether it’s partnering with nonprofit organizations to provide essential services or collaborating with private developers to incentivize the construction of affordable units, these collaborative initiatives have been a driving force behind our success.

Empowering Residents: Fostering Stability and Opportunity

At the heart of our work lies a profound commitment to empowering our residents and fostering a sense of stability and opportunity within our communities. It is in these moments of direct engagement with the individuals and families we serve that I find the most profound inspiration and significance in our efforts.

Through our Affordable Housing Houston (AHH) program and other targeted initiatives, we’ve been able to provide vital resources and housing options to those in need, transforming lives and unlocking new possibilities. Witnessing the journeys of families who have previously grappled with housing insecurity as they find stability and a renewed sense of hope within our affordable housing developments is truly a testament to the power of our work.

These uplifting stories underscore the deep and lasting impact that affordable housing can have on individual lives, as well as the broader community. By ensuring access to safe, secure, and affordable living environments, we are empowering our residents to pursue their dreams, contribute to the fabric of our neighborhoods, and ultimately, build a future of greater prosperity and opportunity.

Advocating for Change: Shaping the Affordable Housing Landscape

While the progress we’ve made at the HHA is indeed cause for celebration, the reality is that the affordable housing crisis in the United States, particularly in large cities, remains a persistent challenge. As I reflect on the systemic barriers and inequities that have perpetuated this crisis, I am driven to advocate for legislative and policy changes that can truly transform the landscape.

To address the root of this crisis, I believe that communities and society as a whole must come together to champion inclusive zoning policies, support initiatives that combat systemic inequalities, and engage in grassroots efforts to raise awareness and advocate for affordable housing solutions. Conferences like the CCHRCO Annual Conference provide invaluable platforms for housing professionals to collaborate, share best practices, and collectively push for the legislative changes needed to create a more equitable and accessible housing landscape.

If given the opportunity to influence legislation, I would advocate for laws that increase funding for affordable housing programs, strengthen tenant protections, and incentivize public-private partnerships to expand the affordable housing stock. By empowering policymakers and community stakeholders to prioritize these critical issues, we can chart a course towards a future where every individual and family has access to the safe, affordable, and inclusive living environments they deserve.

Fostering a Movement of Housing Justice

As I look towards the future, I am inspired by the prospect of igniting a movement that champions housing justice and equitable communities for all. This vision extends beyond the confines of our organization, calling upon communities, policymakers, and the private sector to join forces in dismantling the systemic barriers that have long plagued the affordable housing landscape.

At the heart of this movement would be a steadfast commitment to prioritizing the needs of vulnerable populations, promoting inclusive development practices, and cultivating a society where access to affordable, high-quality housing is a fundamental right, not a privilege. By amplifying the voices of those who have historically been marginalized and empowering them to participate in the decision-making process, we can ensure that our initiatives truly reflect the diverse needs and aspirations of the communities we serve.

Through strategic collaborations and targeted advocacy efforts, I believe we can inspire transformative change, not just within the walls of the HHA, but across the nation. By forging connections with influential leaders, such as former President Barack Obama and current Secretary of Housing and Urban Development Marcia Fudge, we can uncover new perspectives, leverage their expertise, and chart a path towards a more equitable and inclusive housing landscape.

As I continue my journey at the HHA, I remain steadfast in my commitment to this vision. Through the power of storytelling, data-driven decision-making, and community-centric collaboration, I am confident that we can create a future where the dream of affordable, inclusive housing becomes a reality for all.
