But for millions of individuals living in affordable housing, this digital divide has created a jarring reality – a reality where they’re left disconnected from the very resources that could uplift their lives.

As someone who’s passionate about bridging this gap, I’ve seen firsthand the profound impact that a lack of digital access can have. It’s not just about missing out on the latest social media trends or streaming the hottest shows; it’s about being denied crucial services, educational opportunities, and even basic connection to the outside world.

Take the case of Mrs. Johnson, a resident at one of our HACC Housing communities. She’s a retired senior citizen, living on a fixed income, and struggling to navigate the digital world. When the pandemic hit, her world shrunk – she couldn’t access telehealth services, apply for essential benefits, or even video chat with her grandkids. The digital divide had never felt so isolating.

But Mrs. Johnson’s story is far from unique. According to recent research, nearly a third of affordable housing residents lack home internet access, with 80% of them unconnected due to affordability issues. Approximately 23% of all US households don’t have high-speed broadband, a number that disproportionately impacts people of color and low-income families.

The consequences of this digital divide are profound. Without access to the internet and devices, these individuals are barred from essential services, educational resources, and economic opportunities. It’s a vicious cycle that perpetuates inequality and hinders social mobility. But the good news is that there are innovative solutions on the horizon.

Bridging the Gap: Innovative Approaches to Digital Inclusion

As an affordable housing solutions organization, we’ve been actively exploring ways to tackle this challenge head-on. One of the most promising avenues we’ve discovered is the growing number of building-wide connectivity solutions.

Take the case of Mercy Housing, for example. They’ve deployed an ingenious wireless network system in one of their 106-unit properties in Denver, Colorado. By strategically placing wireless access points in the hallways, they were able to create an overlapping network that provides strong Wi-Fi signals capable of penetrating individual unit walls. This cost-effective solution not only delivers internet access to residents but also eliminates the hassle of exclusive wiring agreements that often plague affordable housing providers.

Another innovative approach comes from Starry, a growing internet service provider (ISP) that’s specifically catering to the affordable housing market. Starry uses hub-and-spoke technology to beam high-capacity, high-speed internet to receivers on the rooftops of apartment buildings, which is then connected to individual units through existing building wiring. The best part? Starry offers a minimum of 30 Mbps symmetrical speed to residents for just $15 per month, making it a truly affordable solution.

But it’s not just about the infrastructure – the human element is crucial too. Organizations like Volunteers of America (VOA) have been proactive in assessing their residents’ needs and leveraging partnerships to deliver holistic digital inclusion support. They’ve trained their resident services coordinators to become “digital navigators,” guiding residents through the process of accessing low-cost internet programs, obtaining devices, and developing digital literacy skills.

The Power of Collaboration and Federal Initiatives

The digital divide is a complex challenge, but the affordable housing community is rising to the occasion. By fostering strategic partnerships and tapping into the latest federal initiatives, we’re starting to see meaningful progress.

Take the recent passage of the Infrastructure Investment and Jobs Act (IIJA), for example. This landmark legislation includes a staggering $65 billion in funding for broadband deployment, affordability, and adoption programs. Coupled with the $350 billion allocated through the American Rescue Plan Act (ARPA), affordable housing providers now have access to unprecedented resources to tackle the digital divide.

But it’s not just about the money – it’s about strategic collaboration. Organizations like the Stewards of Affordable Housing for the Future (SAHF) have developed comprehensive guides and toolkits to help their members navigate these new funding opportunities and implement effective connectivity solutions. By sharing best practices and fostering cross-sector partnerships, we’re able to amplify our impact and ensure no one is left behind.

A Brighter Future: Empowering Residents Through Digital Inclusion

As we continue to navigate this digital landscape, I’m filled with a sense of optimism. The pandemic may have exacerbated the digital divide, but it has also sparked a renewed commitment to closing the gap. And with the resources and innovative solutions now at our fingertips, I believe we’re on the cusp of a transformative shift.

Imagine a world where Mrs. Johnson and her neighbors can seamlessly access telehealth services, apply for benefits, and connect with their loved ones – all from the comfort of their homes. Where digital literacy workshops empower residents to navigate the online world with confidence, unlocking a wealth of educational and economic opportunities. Where building-wide connectivity becomes the norm, not the exception, in affordable housing communities.

This isn’t just a dream – it’s a future we’re actively working towards. By leveraging the power of collaboration, federal initiatives, and cutting-edge technologies, we’re committed to bridging the digital divide and ensuring that every resident has the tools they need to thrive.
