Harnessing the Power of Collaboration
As I sit in my cozy home, sipping a warm cup of coffee, I can’t help but feel a sense of gratitude. Not everyone in my community is as fortunate. The affordable housing crisis has been a persistent thorn in the side of Clallam County, and it’s time we roll up our sleeves and tackle this challenge head-on.
I recently had the chance to connect with the folks at the Healthy Affordable and Sustainable Communities (HACC) Housing, an organization dedicated to driving positive change in the realm of affordable housing. Their passion and determination are truly inspiring, and I knew I had to learn more about their efforts.
The Power of Statewide Advocacy
One of the key insights I gathered from my conversation with the HACC team is the importance of statewide advocacy. As they explained, the Washington State Association of Counties (WSAC) serves as a crucial forum for building a cohesive legislative agenda across the state’s 39 counties. WSAC’s role in fostering collaboration and unity is vital in driving sustainable change.
“It’s all about strength in numbers,” shared Jane, the HACC’s advocacy coordinator. “When we work together with our counterparts across the state, we can truly make our voices heard and push for the policies and funding that our communities desperately need.”
Tackling the Affordable Housing Challenge
One of the most pressing issues on the HACC’s agenda is the urgent need for affordable housing solutions in Clallam County. The pandemic has only exacerbated the existing challenges, with unemployment rates soaring and more individuals facing the threat of eviction or foreclosure.
“It’s a perfect storm,” laments Sarah, the HACC’s executive director. “We’ve seen the supply of affordable housing dwindle, while the demand has skyrocketed. It’s a crisis that requires a multi-faceted approach.”
Leveraging State Resources
Fortunately, the HACC team has been tapping into valuable state resources to bolster their efforts. They’ve been closely monitoring the legislative landscape, keeping a keen eye on the various tools and funding streams available to counties.
One particularly promising avenue is the rural county sales and use tax credit, authorized by the state legislature since 1998. This revenue source has been a game-changer for local affordable housing initiatives, generating around $4.8 million per year for Clallam County alone.
“The flexibility and longevity of this funding source have been instrumental in our ability to implement sustainable affordable housing solutions,” explains Sarah. “We’ve been able to leverage these resources to spur the development of new units, as well as preserve existing affordable housing stock.”
Adapting to the Pandemic’s Challenges
As if the affordable housing crisis wasn’t challenging enough, the HACC team has also had to navigate the ever-evolving landscape of the COVID-19 pandemic. With remote work and virtual meetings becoming the new norm, they’ve had to find creative ways to engage with lawmakers and community stakeholders.
“It’s been a steep learning curve, but we’ve adapted and embraced the virtual world,” chuckles Jane. “We’ve found that online advocacy can be just as effective, if not more so, in some cases. We’re able to reach a wider audience and streamline our efforts.”
Tackling Homelessness and Mental Health
Affordable housing is just one piece of the puzzle. The HACC team has also been deeply engaged in addressing the interconnected issues of homelessness and mental health. They’ve recognized that these challenges often go hand-in-hand, and a holistic approach is essential.
“We’ve been working closely with our partners in the county and state to secure funding for critical services, such as mental health and substance use disorder programs,” explains Sarah. “It’s not enough to just provide a roof over someone’s head – we need to ensure that individuals have access to the support and resources they need to thrive.”
Strengthening Local Partnerships
The HACC’s success in driving sustainable change is largely due to their strong partnerships with local organizations and community leaders. By fostering collaboration and aligning their efforts, they’ve been able to amplify their impact and tackle the affordable housing crisis from multiple angles.
“We’ve been incredibly fortunate to work with passionate and dedicated partners, from local housing authorities to faith-based organizations and community groups,” says Jane. “Together, we’re able to identify the unique needs of our community and tailor our solutions accordingly.”
Looking to the Future
As I reflect on my conversation with the HACC team, I can’t help but feel a sense of optimism. While the challenges ahead may seem daunting, their unwavering commitment and innovative approach give me hope for a brighter future.
“We’re in this for the long haul,” declares Sarah. “Our mission is to create a Clallam County where everyone has access to safe, affordable, and sustainable housing. It’s a lofty goal, but with the support of our community and the power of statewide advocacy, I believe we can get there.”
